On December 13, 1999, Sumonta Promboon, then President of Srinakharinwirot University, Mr. Pornchai Mongkhonvanit, then President of Siam University led a delegation to visit Guangdong University of Foreign Studies and Chaoshan College and embarked with these two Chinese universities a long lasting friendly cooperation. In order to facilitate the information exchange and experience sharing among Presidents of Sino-Thailand universities, Guangdong University of Foreign Studies，Srinakharinwirot University，Chaoshan College and Siam University jointly put forward the proposal of establishing a conference for Sino-Thailand Higher Education Institutions and act as the initiators and invite universities that are in friendly ties with them to participate. The membership was anticipated to be expended to other universities in other countries and regions. Srinakharinwirot University would be the host of the First President Conference of Sino-Thailand Higher Education Institutions and Mr. Sumonta Promboon would be the chairperson of this conference. The conference gave Presidents from both sides an opportunity to exchange views on how to improve management in HEIs and to discuss the approaches of expanding Sino-Thailand cooperation on higher education and scientific research. This conference was the prototype of Asian University President Forum. During this conference, the participants actively engaged in discussions on the model of future forums, and suggested that in order to enable frequent exchanges among universities, the forum should be held annually and universities of both countries should take turns to be the host. In order to normalized the agreement reached during the meeting, the draft of Constitution of Sino-Thailand Non-governmental Cooperation Conference for Higher Education Institution. Besides the draft of the constitution, the conference covered a wide range of topics on HEI management, talent training; subject research and information exchanges.
